you can if you want to... i usually don't, and just put an upgrade
message or the alternate content in the div, and either don't use the
<noscript> tag at all, or i'll place an additional error message in it.
something like:
"Please update your flash player. <noscript>Additionally, Javascript
must be enabled in your browser.</noscript>"
etc. etc.
